Kwan takes Toppenish city council seat

Christina Kwan was sworn in as the newest member of the Toppenish City Council at its Dec. 7 study session.
Kwan defeated Mark Oaks in the November council election.
Oaks had been appointed to replace Councilman Ed Pacheco, who had resigned.
The council will also have to appoint a replacement for the seat won by Bob Thomas, who won the seat in November despite having withdrawn from the election.
However, Thomas made the decision to withdraw from the race too late to have his name removed from the ballot, and his election stands, according to the Yakima County Auditor’s office.
Thomas must now formally resign his seat before the appointment of his successor can proceed.
He was expected to submit his resignation at the council’s Dec. 7 meeting, but he did not appear at the meeting.
