Call for Bids
Guyette Lane Extension
Engineer’s Estimate $175,000 - $225,000
Sealed Proposals will be received by the undersigned at the City of Toppenish, 21 W First Avenue, up to 2:00 p.m.; local time on April 21, 2010, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the Guyette Lane Extension Project.
This project provides for three (3) schedules of work. The work shall include, but not be limited to, the following:
Schedule A: Guyette Lane Improvements
The construction of approximately 320 feet of Guyette Lane, from South Hawthorne Street, south towards Rentschler Lane, including, but not limited to, excavation, grading, and subgrade preparation; crushed surfacing aggregate courses and hot mix asphalt pavement; storm drainage improvements; cement concrete curb, gutters, sidewalks, and curb ramps; permanent signing and pavement marking; monumentation; electrical conduit, junction box installation; miscellaneous surface restoration; and traffic control, and all other appurtenances required to complete the work.
Schedule B: Monroe Avenue Chip Seal
Chip sealing approximately 1,300 feet of roadway on Monroe Avenue and South Hawthorne Street.
Schedule C: Rentschler Lane Chip Seal
Chip sealing approximately 1,100 feet of Rentschler Lane and Monroe Avenue.
Contractors are required to bid all three Schedules. Failure to bid all Schedules shall make the bid unresponsive. The basis of award shall be the lowest, responsive, responsible bidder for Schedule A; OR the lowest, responsive, responsible bidder for either or both of Schedules B or C together with Schedule A as available funding allows and as it best serves the interests of the Contracting Agency.
The Work shall be substantially complete within 35 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Toppenish, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Contract Provisions. All Proposals must be accompanied by a certified check, cashiers check, money order, or bid bond payable to the “City of Toppenish” and in an amount of not less than five percent (5%) of the total amount bid.
Contract Provisions and Contract Plans may be examined at the office of the City of Toppenish, local plan centers in the project area, or the office of the Project Engineer, Gray & Osborne, Inc. A copy of the Contract Provisions and Contract Plans may be obtained, free of charge, in electronic format (PDF on compact disk(s)) along with registration as a planholder only at the Yakima office of the Project Engineer, Gray & Osborne, Inc., 107 South Third Street, Yakima, WA 98901, (509) 453-4833). Financing of the Project has been provided by the City of Toppenish, Washington. The City expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.

‘Upon approval by the Committee, minimum instream flows shall be established or modified under this Chapter through the adoption of regulations to be issued by the Director, setting forth the specific annual or modified minimum flows and any pertinent information relied upon to establish such flows. Notice of such regulations shall be given by publication in a newspaper of general circulation in Yakima County once a week for two consecutive weeks following their adoption. Such regulations shall also be posted and /or available for public inspection and coping at offices of the Water Code Administration and the Water Resources Program.’

Section 60.10.05 Priority Date of Established Water Flows. Section 60.10.07 Recommendations. Section 60.10.09 Committee Review. Section 60. 10.11 Regulations and Notice.
‘Upon approval by the Committee, minimum instream flows shall be established or modified under this Chapter through the adoption of regulations to be issued by the Director, setting forth the specific annual or modified minimum flows and any pertinent information relied upon to establish such flows. Notice of such regulations shall be given by publication in a newspaper of general circulation in Yakima County once a week for two consecutive weeks following their adoption. Such regulations shall also be posted and /or available for public inspection and coping at offices of the Water Code Administration and the Water Resources Program.’
